I believe that all heads of the Muslim countries--terminology of 'Muslim Country' referred to most Muslim populated nations-- have heard about unjustifiable China's policies toward Uighur Muslim minorities. And I as a citizen of one of the Muslim countries also believe that many citizenries of Muslim nations have taken action to pressure their government to advocate Uighur issue. Nonetheless, our government suddenly deaf, blind, and dumb at the same time.

They are never taking serious measure to articulate Uighur Muslim issue in international level. From the deepest of my heart, I feel so crestfallen with it, especially with my government.

In the critical moment, such lately affected the Uighur community, we as a Muslim which is united by the 'Iman' missing out on the institution could protecting our Muslims brother around the world. The Muslim's international institution, such OIC (Organisation of Islamic Cooperation), in many Muslim's eyes just the useless organization. The Organization was founded in 1969, consisting of 57 member states, with a collective population of over 1.8 billion as of 2015 with 53 Muslim countries.

According to its charter, the OIC aims to preserve Islamic social and economic values; promote solidarity amongst member states; increase cooperation in social, economic, cultural, scientific, and political areas; uphold international peace and security; and advance education, particularly in the fields of science and technology. The goals of the organization heard as good as possible, but if met with the reality, then its organization are far away from its goals.

There are many problems concerning the Islamic world, but the OIC does nothing but remain silent. Therefore, it is not wrong if I call it the useless Muslim's organization.

I know that the word "useless" is not proper, but I believe that the OIC must go beyond what it does now. If they still hold on their goals, they must more concern about Muslim's problems.

OIC Response on Uighur Issue

The Bloomberg (31/08) has written that even though European countries have criticized China for its authoritarian policies on Uighur Muslim community, this is not the case with Muslim countries. Almost three weeks after a United Nations official cited 'credible reports' that the country was holding as many as one million Turkic-speaking Uighurs in “re-education camps", governments in Muslim-majority countries have issued no notable statements on the issue, including our government.

Omer Kanat in Malaysiakini (17/09)--Malaysia's online media--also written that the silence of the Organization of Islamic Cooperation (OIC), which describes itself as the “collective voice of the Muslim world,” is particularly disappointing. OIC, which claims to be the main organization that rules the voices of Muslims throughout the world, but haven't any idea about what to do on Uighur issue.

Why are OIC Member Countries Silent?

There are several reasons why many Muslim countries are silent about the issue. According to experts, there are a number of key similarities behind much of their silence — political, economic and foreign policy considerations.

China policy expert from the Australian National University (ANU), Michael Clarke, told the ABC News (23/12) that China's 'economic power' and 'the fear of retaliation' was a big factor in Muslim politics. Governments of Muslim-majority nations have avoided raising the matter publicly. The Government of Pakistan has gone even further by defending China, saying the reporting on the Uighurs' situation has been 'sensationalized' by Western media.

The Government of Indonesia under the President Joko Widodo has remained quiet on the topic until last week when the issue was brought up in parliament. Jusuf Kalla as a Vice-President of Indonesia, told to local journalists on Monday, "Of course, we reject or [want to] prevent any human rights violations," and then, "However, we don't want to intervene in the domestic affairs of another country" (ABC News, 23/12/2018).

Dr. Clarke also told that China's economy is '180 times bigger' than that of a country such as Myanmar, making this country a far safer target for criticism. Chinese investments and contracts in the Middle East and North Africa from 2005 until this year (2018) amount to $144.8 billion. In Malaysia and Indonesia, it is $121.6 billion over the same period, according to America-based think tank American Enterprise Institute.

China has heavily invested in state-owned oil and gas industries in Muslim countries such as Saudi Arabia and Iraq, and promises continued investments across Asia, Africa, and the Middle East with its Belt and Road Initiative (BRI). Economic reasons have made these Muslim countries (OIC) lose their courage towards China. OIC as an organization that is relied on by the Islamic world cannot be relied on.
